Yes, he has, but should he not have done so then, rather than now? Fearne is apparently forgetting that as health minister he had a duty to approve any agreement about the health sector, for which he was directly administratively and politically responsible. He could have refused to accept the agreement and resigned, but he didn't. He had been fully aware the deal must have been irregular, or wrong, so much so that when the hospitals passed over to Steward, he proclaimed the arrangement with Steward was the real deal. Where does that place Fearne? I am sure he is not involved in corruption, but the fact that he had accepted to be responsible for something that was not his doing is not exactly correct either.
