The post of Police Commissioner, like that of all senior civil servants, should be a permanent one, the person removeable from that post only on the ground of proved misbehavior or proved inability to perform properly the functions of his office. Today we have a host of Permanent Secretaries who are anything but permanent -- they are just the equivalent to appointments to positions of trust, removeable at the whim of the Minister. No Perm. Sec. today dare stand up to a Ministerial directive or order or plan that is decidedly wrong or which breaches public procurement regulations or which has obvious whiffs of corruption. Permanent Secretaries were originally conceived as persons who could even run the ministry in the minister's absence, who provided continuity between one minister and another, and who secured the values of the traditional civil service, including the defence of lower ranking civil servants against political abuse.
