Any such cases already reported to the authorities should be included in the terms of reference of this inquiry so that a holistic picture of what is happening can be established. This inquiry should take into consideration the conclusions of the Sofia Inquiry, but extend its remit also to the fraudulent purchase of a property in order to demolish it and the Floriana case.
